Loretta Louise Elliott Carter, 87, of Powhatan, formerly of Oxon Hill, Md., widow of Donald Wallace Carter, passed away March 19, 2017 at her daughters home. Loretta was born September 4, 1929 in Kilsyth, W.Va. to the late James Eugene Elliott and Thelma Grace Arthur. She is survived by her son, Steven Carter (Penny) of Heathsville; daughter, Billie Lowry (Jay) of Powhatan; brothers, Jack, Ronnie, Ray, Norman, Alex; grandchildren, Ray Oldland (Stephanie), Rachel Myers (Joe); great grandchildren, Andy Oldland, Ryan Myers, Abby Myers; many loved friends and extended family members. She was preceded in death by her brothers, George, Frank and Robert Elliott. In 1982 she retired from C&P Telephone, was a lifetime member of the United Methodist Church, member of VFW Auxilliary 9619, for many years volunteered for Meals on Wheels, and was a Red Hatter. Loretta loved cooking and caring for her family and friends. The family will receive friends Wednesday from 6 to 8pm in the Bennett & Barden Funeral Home, 3215 Anderson Hwy.(Rt.60), Powhatan. Services will be held Thursday at 2 pm in the Powhatan United Methodist Church, 2253 Rossen Rd. Powhatan. Interment Friday at 1 pm in the Cedar Hill Cemetery, Suitland, Md.
